In response to the "Belt and Road" initiative, further promoting China's strategic docking with Belarus and deepening educational cooperation between both, on the afternoon of January 10th, the opening ceremony of the “Belarus Education Year” was held at Dalian University of Technology's Gymnasium. The opening ceremony was attended by Tian Xuejun, Vice Minister of Education of the People's Republic of China, Li Jinke, Vice Governor of Liaoning Province, Wen Xueqiong, Vice Mayor of Dalian, Igor Vasilievich Karpenko, Minister of Education of the Republic of Belarus, and H.E. Rudy Kiryl, Ambassador of the Republic of Belarus to China. Relevant leaders of the Ministry of Education of the People's Republic of China, Liaoning Province and Dalian City, representatives of Belarusian and Chinese universities, leaders of DUT, such as Wang Hansong, Secretary of the Party Committee, and representatives of teachers and students, and representatives of Belarusian outstanding students from Liaoning Province attended the ceremony. The opening ceremony was presided over by Guo Dongming, President of Dalian University of Technology.
The opening ceremony of the "Belarus Education Year" sponsored by the Ministry of education of People's Republic of China and the Ministry of education of the Republic of Belarus, supported by the Liaoning Provincial People's government and the Republic of Belarus Embassy in China, undertaken by DUT, is an important international exchange activity to implement the "Belt and Road" initiative. In the coming year, China and Belarus will continue to strengthen exchanges and cooperation in the field of education within the framework of the "Belarus Education Year", and promote bilateral cooperation in education, scientific research and personnel training to a new level.
On behalf of the two countries, Tian Xuejun and Karbianko signed the Memorandum on Cooperation between the Ministry of Education of the People's Republic of China and the Ministry of Education of the Republic of Belarus in the Field of Youth Exchange, and unveiled the name of the Belarus Research Center of DUT. The memorandum and research center aims to further strengthen the exchanges between young people and foreign students in the two countries, strengthen the contacts between teaching and scientific researchers in China and Belarus, promote the educational cooperation between the two countries to achieve more practical results, and promote the exchanges and cooperation of education, scientific research between the two countries to a higher level.
The National University of Belarus, Minsk National Language University, Baranovic National University and Dalian University of Technology, Xi'an Foreign Studies University, Beijing Second Foreign Languages College, Heilongjiang University, Lanzhou University of Finance and Economics, Zhejiang Shuren University have signed an inter-university cooperation agreement. The Examination Office of the Chinese Foreign Language Administration signed a memorandum of cooperation with the Intergovernmental Cooperation Committee of the Chinese Language.
Ruud read out the congratulations and speech delivered by Igor Viktorovich Petrishenko, Vice Prime Minister of the Republic of Belarus, to the opening ceremony of the Year of Education in Belarus. He said that cultural exchanges were an important social basis for other cooperation between Belarus and China. He hoped that the two countries would take this opportunity to deepen exchanges and cooperation in the field of education and promote mutual trust between the two countries step by step. Karl Bianco said that Belarus will actively implement the important consensus reached by the two heads of state and promote cultural exchanges between the two countries, so as to create a "Belt and Road" educational community.
Tian Xuejun said that education cooperation between started early, with a solid foundation and great achievements which is an important part of the comprehensive strategic partnership between the two countries and the construction of the "Belt and Road" cooperation. The "Belarus education year" will effectively boost bilateral education cooperation to a new level and make new contributions to consolidate the social and public opinion foundation of the comprehensive strategic partnership.
Li Jinke said that provincial colleges and universities have made great achievements in promoting practical cooperation between China and Belarus in personnel training, scientific and technological innovation and sending foreign students to each other. Liaoning Province will take the "Belarus Education Year" as an opportunity to further deepen bilateral exchanges and cooperation and make greater contributions to the healthy and stable development of China-Belarus comprehensive strategic partnership.
On the morning of the 10th, a symposium on the development of relations between Belarus and China in the field of education and its prospects was held in the conference room of the main building of Dalian University of Technology. Representatives of universities of China and Belarus discussed the prospect and implementation of cooperation and win-win situation between first-class universities of China and Belarus, the role of language education in bilateral construction of first-class universities of China and Belarus, and the collaborative innovation of scientific and technological achievements in the co-construction the characteristics of language talents training in the construction of first-class universities, the bilateral promotion of the common development of first-class universities, and the key points in the co-construction and cooperation of first-class universities. Guo Dongming, President of Dalian University of Technology, delivered a speech entitled "The Schoolmate Friendship Program for Elite Talents of China-Belarus First-Class University--The Responsibility of China-Belarus First-Class University". He hoped to open up the training program of the two countries first-class universities, promote the exchanges and cooperation of teaching and scientific research personnel between the two countries, so that students of the two countries can establish deep friendship among their classmates in common learning and build a solid foundation for cooperation and exchange.
During the conference, Karbianko held a symposium with "Excellent Belarusian Students in China", awarded the people of the "Outstanding Contribution Award for the Development of China-Belarus Educational Relations" and encouraged everyone to contribute more to the promotion of Belarus-China friendship.
Dalian University of Technology has responded positively to the "Belt and Road" initiative, and carried out various cooperation and exchanges with the countries and regions along the border in education, scientific research and other fields. Its mode of "English + Russian + Superiority Specialty" makes communication a prominent feature of international school running. In 2009, the school established the first Confucius Institute in Belarus in cooperation with the Belarusian National University, and won the "Global Advanced Confucius Institute" and "Global Demonstration Confucius Institute". In March 2017, with the approval of the Ministry of Education of China and Belarus, the first undergraduate cooperative school was set up. In 2019, the "Baizhong College" was planned to be set up in Belarus National University to realize a new trinity of Chinese-foreign cooperative school running, studying in China and overseas school running. The school has also established "China-Russia-Belarus Joint Research Center for Plasmas" and "International Joint Laboratory for Regional Economic and Integration Process Research" with Tomsk University of Technology, Belarus National University and Pacific National University of Russia to realize complementary advantages and strong alliance between well-known universities of China and Belarus.
